I've replaced the clutches, changed the fluid, adjusted the clutches all over the place, but it will not move...

We'll I really do appreciate your not jerkin' the ol' bobber...but where would I find the tire? And does it have a valve stem to add air?  I see the clutches through the small access panel and that's about it.  They appear to be engaging properly.   I can't find a valve to check fluid pressure either...
This thing was supposedly running and driving before the clutches were changed.
Thanks
