Allis 5050 jumpy to no hydraulics

I purchased a low hour 5050 a few years back and the hydraulics are giving problems.
When hooked to an implement the tractor won’t lift (say a Tedder) smoothly.. it jerks and may not all all. Is it a bad hydraulic pump? I changed hydraulic oil, cleaned the filter, and even filled the pump from the top side to eliminate a possible airbound/cavitation like situation.. still does it.
I  also checked under the seat to see if the valve(?) was free. I found this on line on a Universal tractor.
I also lost the power steering after I noticed the fluid level was low.. I filled it but the steering never came back. Is there a way to purge air out of these systems? 
Any help is greatly appreciated.

Did you put a new O ring in when you cleaned the screen?Sounds like its sucking air.

Remove the screen and run it for a few minutes. You have cavitation - 99% screen issues.. Assume you have separate reservoir - if it is full - loosen one power steering line at the cylinder- crank and turn steering wheel.
