well folks got the h3 running without back firing, missing, governor surging etc.etc.
now the problem is no rpm's. it runs smooth and idles great but i just can't get greater than about 1700 tops. no binding on leakage and carburetor is good. i have the governor i think correctly but just not getting the rpm's it needs at high idle or under load. thank you

Rated RPM was 1650. Nebraska test showed maximum RPM of 1806. You’re not far off. Perhaps you need a stronger spring on the governor.

grab the governor rod by the spring and try to move it further open.. see if the carburetor rod / arm is fully stroked.... like mentioned, this may be normal.
