i think the engine clutch is direct drive to the PTO... The hand clutch just disengages one axle shaft.. When you stop moving, just look at the PTO to see if it is still moving.. I would say 99% of the time, the problem is the hand clutch.

Yes, If the PTO stops it is the foot clutch.
