I don't understand what you are seeing spinning. You can't see the clutch spin. To find out which clutch is slipping( if you think one is) put the power take off in gear and put the tractor in 2nd or 3rd gear. Have somebody walk behind watching the PTO shaft while you drive forward stand on the brakes till something slips(if it will). If the PTO keeps turning and the tractor slows or stops with brakes, the hand clutch is slipping. If when the tractor slows or stops, the PTO also slows or stops, the foot clutch is slipping.

OK, with the tractor jacked up, in gear with the PTO in gear, if you start the engine and let the foot clutch out does the back wheel turn, does the PTO turn? The hand clutch has to pulled back toward the operator to engage it. With the hand clutch forward the back wheel should stop or at least not have full power to it.

the tire will not turn, if i let the clutch out- nothing happens at all- with the foot or hand clutch.

If nothing works with both clutches engaged and the transmission in gear, you have a problem in the engine(foot) clutch.

Like Charlie says: have the foot clutch out and the hand clutch pulled back and the PTO engaged, start the tractor and if the pto don`t turn -----it is your foot clutch.

And if you have the transmission in any gear with both clutches engaged the wheels don't turn?

Is the hand clutch pushed forward or pulled backward during the test you just described?
