really need to know serial #. early machines had different setup than later ones, break is at 1101 according to minnpar parts book. early setup is like my HD16 if it is prior to 11001. should be a dry clutch machine. If you cant pull the clutch levers back, you have an oil problem. low oil, bad pump. most likely since neither side moves its one of these 2. otherwise something in mechanical linkage from actuator piston, shaft, yoke/bearing, or clutch itself. not likely since both don't work
if its newer its fully hyd steer system and I cant help. |

I assume the machine has been sitting for some time, if so, I'd check the oil level first, maybe take 5 gallons with you. Good luck and keep us posted.

Ours had been sitting a long time when we got it, and it wouldnt turn at first either. I started using the steering clutches like I would a bobcat (shove one forward, pull the other back) while standing on the correct brake, and it worked. Have you checked the fluid level (up front by the injection pump? That might be the issue as well.

if it is early style then you need to check under each clutch housing there is a hole in the bottom. after you put in oil and attempt to turn the machine, see if oil comes out the bottom. most likely if you are low on oil, it is leaking into clutch housing from the release shaft. the seals and or bearings can go out causing oil loss here. hopefully your clutch housing arnt full of oil mud.
