$350 for a working unit in the right ballpark? Guy said he will hook it up and let me see it run. Anything I should really look close at? Wanting to put it on my CA when completed.

If it looks to be  in good shape; and he hooks it up and it woks like it is supposed to -- then I would say yes $350 is in the ballpark. If you really want one bad and he is close to where you live, might be worth a little more.

Yes that is in the ball park. BE VERY SURE IT WORKS PROPERLY AND IS IN GOOD CONDITION! I bought one last winter that neede all new guards and the gear box rebuilt. I spent over $1000.00 in guards, bearings, seals, and other NOS parts that were missing or broken. Luckily I didn't pay much for it, just had a 5 hour drive, one way, to pick it up. I'm not trying to scare you away, just letting you know what you could get into if it is not in good condition

If it's not coming off of a CA you will need the mounting hardware for the balance spring that fits a CA.

Like RMD says, the balance spring mount is different from WD to CA. The spring is the same. From the picture in the #7 book, it could be made fairly easily. I have used my #7 on my CA and never got around to making the balance spring mount and it works just fine without it. A #7 is a lot of weight to hang on the rear of a CA.
