I would say it is a 2 row mounted drill planter made for the WD and CA tractors. I think you are right in that the 3 point is a fab job because it should have a SC or pinhitch. You are also missing the fert. boxes. I'm missing them on my 4 row also..

fantastic little planters. in their day, nothing could beat their flexibility, ease of use, seed consistencey or cost. i cant touch one here in central ohio for under $600.00 that is complete. most of the guys want them for sweet corn planting or small patch dented corn. i had one 10 years ago and knocked out all our corn and soy bean needs. great tool.....enjoy.
