Welcome to the forum, I'm supprised you haven't gotten an answer yet.
I'm not sure but i think there should be a spring on the linkage between the carb and the governer to hold it back.

Give a little history of the tractor. Is this something that just started all of a sudden? Has the engine been taken apart for repairs and now won't run right. If it ran before and won't idle now, I would take a look at the governor weights. Get a Service manual.

Try taking the carb off and see if the throttle shaft is free. Next I would look and see if your throttle linkage is slipping on the shaft of your carb, and then trace the linage back to the hand control.
