Why not just use some 14.9 x 26s instead of changing the wheel size? If you go to 28s or 24s you're going to have a tractor that's too high or too low in the back. If you want to keep the Power-Shift wheels you'll need different wheels and rims and tires and all, not to mention the wheel lug patterns matching. I don't understand going to 24s because 24s have a 5 or 6-bolt lug pattern on the wheel, and are way undersized for a D14.
14.9 x 26s are all the tire a D14 could ever want for farm work--they will hold a D15II very well, and a D15II is a heckuva lot more powerful than a D14! They may kiss the fenders when pulled all the way in, but the fenders can easily be raised. With 28s the fenders will hit the tires if the fenders aren't raised for Power-Shift wheels.
If you're just looking for economy and don't care what the tractor looks like with bastard wheels, then go for it! I'm just making a suggestion. Good luck!
