I have a B crank start. Wondering if low compression would make it not crank start but pull it 10ft. and will run. Checked compression and is 60lbs in all cylinders.Idon't think that is enough.

60 lbs is low. When checking compression did you open throttle wide open and disconnect air cleaner as well as have all plugs removed.. If you did, it would seem to me an overhaul is needed.

Check the impulse start mechanism in the magneto. Its there for hand cranking. If its not working, hand cranking won't work.

What Gerald said! you need to hear the impulse snap once every revolution of the crank.
It should start quite well at 60 pounds compression with some choke on.  It will not have the pulling power that low as it would at 90 or above.
