I am in Omaha, so may not be in the know North of Sioux City, but what I have heard is North of Missouri Valley Iowa is open.  You could google Iowa DOT and they have a map with all the road closures on it.

http://lb.511ia.org/ialb/ says that IA 3 is one lane with a pilot car at the north east bypass of Cherokee until Aug 1.

It also says a streak of US 75 is down to one land and part of it is closed for bridge construction to end July 29.

In that part of Iowa there are roads on a 1 mile square grid and many county roads are paved and lightly traveled. Get a road map and pick roads away from the road work, but check on the road work right before you head for Albert City because when they finish a project they start another.

i live near hiway 75 in northwest Iowa.  All roads are open in northwest Ioqwa.  You may run into some construction like you did last year however; you should not have any difficulty getting to Albert City.
