I was looking at a d21 and it’s a bareback with out a pto and I was wondering if you can put a pto shaft in without it costing a lot.

At a minimum, you'd need a lift arm housing which would contain the PTO clutch itself. Also need the handle and linkage from the platform on down to the lift arm housing. Then, there is the matter of whether there are the needed parts up front from the bell housing thru the 4-speed transmission. If the 4-speed tranny has a shift lever on the right side, going up to the brake pedal area, I'd say everything is in there. No shift lever it isn't. Think of how many hundreds of D-21 pullers that used to have all that stuff and removed it and by now thrown it all away.

If the hollow PTO drive shaft isn't already inside the bellhousing and its lower connecting shaft thru the 4-speed tranny, it would be a very big deal. I have no idea if these front parts were standard equipment or not, regardless if it had a PTO clutch on the rear or didn't. As I said, if there is a shift lever on the right side of the 4-speed and it goes up to the brake pedal area, those parts must be inside.

If it left west allis without pto, the gears and shaft are not there, there is a special sleeve in the parts book to press onto the trans input shaft for models without pto, to take up the space that one with the pto live shaft would take up. The tractor in question could have had it removed for pulling reasons, but guessing it's a factory bareback he's wanting to put pto in. Better off finding a different one with it already in it.
