Does my 7000 have to be in park to start? Had transmission cover off to fix issue, and now doesn't start. Any reason for this?

Nope. Safety switch on the clutch pedal (not easy to access) and one on the PTO lever, which you probably bumped with your body wrestling the cover on and off. Make sure the PTO lever is OFF.

Already checked safety switches, even tried arching the starter which stuck engaged, replaced starter arched again, same result

Well, if "jumping" at the starter with a screwdriver (to the 10gauge white wire) doesn't make it crank over, you have a starter issue or battery cables or batteries.
