The first thing I would look at is to make sure the two little plungers under the seat are up. They are located under a spring loaded lever that you push down to free wheel the tractor

welcome to the forum.
Also some time people push clutch brake in and it sticks, so make sure the belt is tight and is spinning the rear pulley and check oil levels.

I think I found what you're talking about they don't seem to move I took them out to clean but doesn't seem like they come apart should the buttons go down easy or are they stuck? Also have a sound coming from centrifugal clutch and have no pullys spinning

with it running the front pulley off bevel gear box should be spinning. If not check drive shaft off engine. There’s round fiber plates that bolt in between each end of drive shaft. Or maybe bevel gearbox is out.

if your belt isn’t spinning it’s not the buttons. And yes they do stick if you don’t use them. Soak them in penetrating oil

I was afraid of that. Any idea how hard it is to rebuild or replace? Or where to find a new one?

well do you have an old small engine repair shop with experience with them. Or you working on it yourself. If you don’t have parts books, you can look up parts tree. Type in 7016 and look for simplicity and look for bevel gear box. A lot of folks on here use sandy lake implement and ask for Brenda

I just searched around for a pair of gears for you. They are not cheap.
You may be better off finding a replacement bevel gear box. They made different boxes for these tractors. Just be careful what you choose. eBay has one for about the price of new gears. I am not recommending that you buy anything. I am just showing you examples. Send me a personal message. I will send you back my email and I will forward a parts manual and operators manual to you. I just tried to send them through the forum, they wouldn't go. Glad to help I have 4 Simplicity Garden tractors here at the house. I have kept them all running for over 25 years now.
