I was baling hay yesterday and it started to lug down and then the seals went on the pump.  I think the power director has some issues, but I'm not sure if that is where to start.  The pump has seemed weak, at an idle it would not open the baler door.  Not sure if power director is leaking so it wouldn't build enough pressure?  Is there a relief valve in the system that didn't work?  Can you get seals yet?

First off, a 200 tractor will have to be throttled up to 1500 RPM or maybe more to open the baler door. That is NORMAL.   Now, what works and doesn't work ?? Power steering ?? Does the tractor move and pull a load ??   remote hydraulics work when engine is throttled up ??

It blew hydraulic oil all over. There are parts of seals sticking outbetween the back plate of the pump. I know the power director doesn't always shift from low to high. I've only had it a couple of yrs. When I got it would hardly go into low and slipped in high. I got it to to not slip in either position. When I unhooked the hydraulic hoses they were very hot?

I would say you will need more than seals. Take it apart before you buy seals.
Yes, there is a relief valve in hydraulic valve stack.                MACK

I am going to take the pump to a hydraulic shop first and then go from there.  Before it blew I would shift the power director between ranges and the motor didn't seem to lug down as much for a second or two.  I was using it to haul manure and the longer you ran it the steering seemed weaker.

I'm not sure where the nearest one is anymore. 2-3 hrs one way I think. I'm 1 hr south of Duluth.

How far are you from Cottage Grove? Probably a ways but going by the dealer locator they might be the closest non Zeigler AGCO dealer. They used to be an Allis Chalmers dealer and are now an AGCO Massey dealer but I don't know much about them other than I think I saw them in one of those old Allis promotional videos that J and L puts on youtube.
