I have a D15 commercial with a loader. the spool valve is broken and not repairable. It has a port on the back of the valve that fits over a pipe that sticks out of the reservoir (the loader support) and is sealed by a rubber washer when the valve is bolted up. I could not find a replacement valve the same. Is this a return, or some kind of pressure relief? Is seems I can just plumb the valve without this and block off the pipe sticking out of the reservoir.

Without seeing your valve and figuring out just how it is ported to be certain, I will guess that port into the reservoir, which the valve slides over, is the oil return for the system.  You should have a supply line coming from the pump and you need a return to reservoir.  If it doesn't have a dedicated return hose, between the valve and reservoir, that port is the system return point.

You will need to make a mounting bracket for the valve and since the new valve will most likely have a port for a return hose, you will need to have a place to connect that return hose to the reservoir.   You could modify that port to accept a hose or make another port and plug that one.

The original valve does have a return port.

Since your existing valve already has a separate return hose you can use that for the return from the new valve and plug the port, shown in your pictures under the old valve.

You didn't say, and I didn't ask, but is this just a loader tractor or does it have a backhoe on it as well?  That could make a difference if there is a power beyond set up.

Is it a open center valve body with that being the return line back for flow when NO supply is needed to cylinders ?
A valve body with how many outlet ports ? Big thing is getting a valve body rated for the pump capacity along with if oil is ported so as to have regenerative circuit within . 
 AC used a retentive system where oil from one movement of cylinders flowed into opposite end of cylinder when designing their backhoe operation.
