Does anybody know if the brake pads that Steiner Tractor Parts sells for a WD or WD45 will fit on an unstyled WC? If not do you know where I would be able to get some pads at?

No they will not. Check with Tony @ tony's tractor, I know he has the bands. Yours arenot shoe brakes

If you are wanting to do the work yourself you can buy the blank brake material and rivits from McMaster and Carr.  I can send you the part numbers if you want.

The part number from McMaster-Carr are;
Brake Lining    6175K138   (4ft will be more than enough)
Brass Rivit       97451A671
