716 mower deck?

my 716 mower is not pulling the grass up from the front wheel tracks.  
i have done several things nothing helps. any advice.

Have you leveled the deck so that the front tip of the center blade is 1/4" higher than the rear tips of the outer blades? It is not unusual for the 48" decks on the Sovereigns to have some wheel track problems. Cutting slower or at a lower setting may help, though cutting lower is worse for your lawn. Narrow front tires may also help.

i did level the deck so the outer blades are 1/4 higher in the front. it has new rollers and rod,blades spindle bearing spindle pulleys and belt.

only other reasons that have not been mentioned that have happened to me, grass too tall or wet . if you discover anything else I would sure like to know , I have 3 of these decks and if blades are in good condition they mow perfect . way way better than any green n yellow machine
