Are you looking to put brakes on one for "customer pay"? There are a few things to consider. The first would be the infamous pins that the shoes pivot on. Those pins can rust in place and be very difficult to remove. You can't remove the final drive from the trans without the shoes being removed. The next one is if the drums are cracked or otherwise torn up. New drums are available, but they aren't the easiest to pull and reinstall. There are a couple seals that are probably leaking in there, one on the trans, the other on the pinion shaft in the final drive.
I don't think I'd simply quote a price for the complete job without checking to see if the pins will come out and the drums being ok. I'm in the process of doing brakes on a series 1 D17 (has same brakes as a WD). I found welding a 3/8 bolt to the head of the pin and using a deep well scoket I was able to draw the pin right out. I'm looking at it as I'm lucky. I've heard others have pulled the head off the pins trying to pull them.
