I believe the "clock" is read clockwise, and it reads from 1 to 12, with the "hand" or arrow pointing to the month of production. Similar notation is still used in plastic mouldings for things like TV's, computers and so forth.

Also the marking indicates the production date or a reference code, where the numbers represent specific details like the month and year of production

Let's use a 1937 "WC" transmission case actual date code on the right side. The code may read 12-10-36, which is the date the transmission case pour. But, your serial number of the chassis may indicate the tractor was a Spring build of 1937. Some will try and argue the tractor was built in 1936 because of that date on the transmission case. The reality is castings for engine blocks, transmission or rear end cases had to have a "cure" time of so many days or weeks before it could be machined and made a finished product. To not give the cure time would give you a casting that may change size and shape when put into service.
