Allis 160 tractor PTO

   Attached my brush hog to the 160 today, but the PTO does not work.
I can engage the lever (as you can feel it engage and disengage and if foot clutch not completely depressed you can hear a grind) but the shaft on rear does not operate. You can turn rear pto shaft by hand, engaged or disengaged, and tractor running or not running makes no differance.
Can anyone tell me what might my problem be and what i might do to fix it.
