715C Backhoe forward clutch dragging

I just purchased a 715C backhoe and the forward clutch seems to be dragging, when its in neutral it wants to pull forward, and when your in forward and hit the clutch pedal it still goes forward, when in reverse it labors very hard to move in reverse and when you hit the clutch pedal it starts pulling forward, any help or advice would be greatly appreciated

It is a piece of and that is why Groffs bought it. I know where it came from and knew what was wrong with it. And Max knew it when he bought it that way. Gave the farmer 5000 for it. If you look at a post down a ways you will see my nephew asking about it.

get the manual - sounds like hyd pressure or clutch pack problem
