I'm not sure I understand your question, so I'll ask a question which I BELIEVE you may be asking:

How does one assemble and adjust the carbeurator-to-governor linkage?

Is that what you need to know?
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

Of you're trying to adjust your governor. Once you hook up your linkages, woth the engine off put the throttle to its max. Pull the trotter linkage from the carb to the governor arm at the governor arm end. It should be able to easily slide in and out or even be up to an 1/8 of an inch short. If it's too long, bend the throttle arm to make it shorter. Easy peasy
