Thanks Doc...it worked great...I took all the linkage off welded holes drilled and reamed for tight fit..and did what you recommended..purrs like a kitten..just have to set low idle and max rpm...thanks a ton!

If the link rod length is incorrect, you may bend the vertical arm, but it's much easier to bend the link rod pulling it downward towards the block drain cock.  If you don't have a proper tool to bend the vertical arm you might do more damage than you think.

Sorry it's been so long...but when referencing bending the rod...are you talking about the vertical rod that links to the throttle rod correct.(bend the vertical arm where you mentioned to pull cotter pin in front of generator)

Quit worrying about the governor arms free throw measurement !!!!!!!!!  Check the link rod length as I described  above and bend the link rod in the middle to shorten it if it's too long. If the engine speed is at full RPM at 1/4 on the hand throttle lever, what is it when you pull the hand lever clear down???   How do you know it's full throttle??  Does the tachometer work??  Is the hand throttle capable of being pulled clear down to horizontal (which is correct for full throttle).  It is beginning to sound like a governor weight is broken, but info is a bit schetchy. How long has it been doing this??? or did you just acquire the tractor??

Also I measured the gov rods throw in relation to range on quadrant....it's 2 inches...my carb rod moves less than an inch from idle to wide open...could be gov control shaft is adjusted way out ?? Lost on this one.

I tried it like you said...no go...I still get full throttle at 1/4 quadrant...it could be mixture of where gov arm is located with set screw plus positioning of both governer front and rear rods at adjustment blocks under tank....this is driving me crazy.Without knowing were the gov arm should be makes it tough...I only have about 1 inch of throw on carb....no matter how I adjust linkage..it's always moves carb link to far to fast

Engine off. Hand throttle wide open. Remove cotter pin from the link rod directly behind the generator. Pull the link rod out of the vertical governor arm. The vertical arm should not move at all. If so, bend the link rod to make it short enough to just slide back in the hole. Now, see how your hand lever works.

Do you mean put throttle at half and gov arm (arm on gov) and then adjust ?

Synchronize the governor linkage to fix your throttle complaint. Link rod length is probably too long.

I will check tomorrow on the spring...the only spring I recall is the tension compression spring for throttle tightness along the quadrant.

Tappet cover nut torque at 10 to 15-lbs. Is the spring compensating on the lower lever sill hooked up? if it's not or broken the throttle will not work right. 
3 WD45's with power steering,G,D15 fork lift,D19, W-Speed Patrol, "A" Gleaner with a 330 corn head,"66" combine,roto-baler, and lots of Snap Coupler implements to make them work for their keep.

Does anyone know what the tappet cover bolts should be torqued to on a D 17 ? Also I can't seem to adjust the throttle quadrant to work it's full range, at quarter throttle it's wide open..... I have tried adjusting the rods under gas tank to no avail...anyone have a suggestion?...thanks
