when my 170 is shut down the oil drains out of oil filter back to crankcase, when starting it takes 15 or 20 seconds for oil pressure to come up. book says there is a check valve in filter base but there is not.

Sounds as normal as thousands of others out there. There is a rubber flap inside the oil filter (check valve) to keep dirt/debris from running back down into the oil pump when the engine is shut off. Over hrs of sitting, all the oil drains into the engine but on the clean/pressure side.
