175 power director installation trouble

I am just trying to get my 175 reassembled after rebuilding the transmission, i slid the power director on, snap ring and thrust washer, clutch hubs spacer ring and lastly snap ring. Bolted the transmission to the torque tube. Reinstalled the power director shift fork and handle. Trouble is the power director will shift into low but not high. You can see through the inspection hole the clutch plates and spacers move forward when attempting to shift to high. What did i screw up?

It slid together freely, i didn't draw it up with bolts when bolting the transmission to the torque tube. I don't see a way to shift it until reassembled.  Not sure what to do.

Many questions. Power Director clutch was removed from the tractor and put back in the tractor without doing anything to it ??? Or you disassembled the PD clutch and worked on it ???  PD lever goes into LOW and NEUTRAL but won't go beyond neutral ?? and you cannot force the lever all the way forward ???

Was removed for transmission work, was not disassembled or any other work done on the power director. The lever snaps over center to low nicely, but gets very firm as soon as it starts to move forward of neutral. I put more than enough pressure to shift to high and the lever barely moves forward of neutral.

Josh  sounds like the rear clutch disc is not engaged with the high side hub.

I think you are right, issue has been resolved.  I put light pressure to the high side and cranked the engine over and something lined up. I seems good now. Thanks
