Anyone have a read on where to find these?  According to the parts manual the latches are not listed as a separate part.  Without these in place and functioning the lids to both tanks rattle enough to shake your teeth loose...:(

Check some catalogs like Granger Co or McMaster Carr for latches , or I have seen the rubber stretch type that fit into a clip to hold things down .
 My H4 never had clips on the covers ,

Thanks Coke: I think I have located some they are known as a Bailing Latch.  My late 68 H4 HD4 Parts Manual shows the latches attached to the tank but no part number.  

There are some located at this link that are close but a little short in overall length:
