I finally went and got dad's uncles 175. He got it at a auction about ten years ago and drove it 15 miles home and drove it 3 other times and didn't like getting on and off it so he parked it in the shed. 3 summers ago we went down and charged the battery checked oil and it fired right up Today I got it home changed oil. Changed fuel filters.drained old fuel.Bled air and have good fuel at all injectors. Have diesel smelling smoke sounds like it wants to fire but doesn't. Tried moving the throttle up and down. What direction is full throttle? Does the throttle lever have to be in a specific spot to start? Maybe it is just too cold it was 45 degrees out tonight when I was messing with it. What could I be messing? Maybe too cold?

I don't even like starting when it's 45 degrees.
If there's a block heater on it, plug it in for a while?

Save yourself a lot of time and wear on the starter. Wrap a chain around the front axle and PULL start it. Throttle up, not down. Fuel shut off knob pushed IN, I think on a Perkins.

The dash fuel shut off should be pushed in. Verify cable is moving the shut off it’s full stroke back and forth. Make sure the fuel shutoff at the tank is clean and fully open. Those Perkins normally start very easy in cooler weather even without the aid of a block heater or manifold heater. I would agree with Doc, give it a pull in hi 3rd. She will most likely fire right up.

To pull start it does the power director need to be in high or low? It does have a block heater but I think it's coard has seen it's day

Try road gear first. Much easier on things.

many people mistakenly place a seal in the top of the fuel filter element, and it ends up partially blocking flow through it. It may get enough to smoke, just not to start and run. Just a thought, this has happened many times in the last 10 years. No seal goes on top of the element, it goes in the groove in the header where the filter meets it. The filters come with many extra seals, and some people like to use them all lmfao!

Everyone is assuming you bled all the air from the filters using the lever on the fuel pump. If not you end up with air in the injector lines.

Pulled it about 10 feet and it popped right off. Bled the pump cover bleeder with it running until I had a solid stream of fuel tightened it and now it starts and runs flawless

Uncle had a 170 with the Perkins,  we,d have it plugged in all the time when it got cold - needed it to feed cows, it would turn over never start, pull it 10 feet it,d start every time, just dont think they spin over fast enough in cold weather,

Glad you got it running. Bleeding the system can be challenging sometimes.
