My 175 had been sitting for several years and has created a layer of sludge like tar on the bottom of the tank about a inch thick. Anybody know a good way to remove it? Thanks

Take it to a shop.  The will use muriatic acid to clean it.  It gets rid of everything including the rust preventive coating - so have them line the inside as well.  Have had several done.
